Bideford was transformed into a scene from the past as the town’s first-ever Victorian Frost Fair. It attracted crowds of visitors, laughter, and festive cheer on Saturday, December 14.
The colourful event was organised by a collaboration of local business owners and authorities including:
- Torridge District Council
- Discover Bideford
- Bideford Town Council
- South West Event Management Solutions CIC.
The Frost Fair presented a diverse array of Victorian-themed entertainment, featuring stilt walkers, chimneysweeps, penny farthing riders, horse and carriage rides, and the beloved Clovelly donkeys.
Visitors explored street food stalls, bars, craft activities, and workshops. Santa’s Grotto, complete with mischievous elves, was a favourite with families.
The day also coincided with the signing of the Pannier Market lease
The ceremonial signing of the Pannier Market lease in Bideford sounds like a significant community event, rich with local tradition and festivity. This annual transition of the lease from Torridge District Council to Bideford Town Council not only signifies the formal management responsibilities but also serves as a cultural touchstone for the community.

Mayor gives out awards
Upon the arrival at the market, the Mayor presented the Allotment Awards and offered mead to those in attendance. While councillors distributed mince with clotted cream, a symbolic gesture acknowledging Bideford’s rich history and tradition.
Reflecting on the event’s success, Bideford town clerk Paul Swan said:
“I’m really pleased with how the whole town-wide event went.” He expressed special gratitude to Town Crier Jim Weeks.
Victorian Frost Fair success
Councillor Doug Bushby, chair of Torridge District Council, congratulated the collective effort behind the fair’s success. He said, “It was heart-warming to see families, friends, and visitors from near and far come together to celebrate and support Bideford town. A huge shout-out to the Bideford Traders for dressing up and getting in the spirit. The amazing volunteers. The team here at Torridge District Council. Bideford Town Council and South West Event Management Solutions CIC and everyone who worked tirelessly to make this event happen.”
Lucy Lowe, of South West Event Management Solutions CIC, who led the push of the market’s organisation, added: “The event was a great success. Many people have worked extremely hard behind the scenes over the past few months to bring the event to life. The turnout was fantastic, and great fun was had by all. The feedback says it all! We are all looking forward to next year’s event.”
